(1) This sentence could also be past tense (because of the "た"-ending on "見上げた") but, to me, context suggests present tense. Furthermore, "ている", too, suggests the fact that the whole sentence is present tense and thus (since two positive beat a negative and all that) it is present tense.

(2) Since there are very few particles in this paragraph (if any at all), it’s hard to decide who does what etc. However, due to the context, this is how I translated it =^.^=
I got another suggestion from my sensei saying; "Please shine on my wish (or mind) and let me dream it" – whatever suits you. I think both are beautiful and in tune with the song^^

(3) In this paragraph he mentions “playing an instrument” in the same context as the wishes "color eternity" - which doesn’t make much sense (>__<● I left out the playing-part but please note that it is mentioned in there ^^” That’s the uniqueness of Japanese language for you (*--)
